Fat grafting for undereye
Infraorbital rim implants for midface and undereye support
LeFort or MSE (MSE is likely better for your scenario) for the maxilla
Invisalign or braces for the overbite
tret + fruit consumption for vit c (skin quality)
microneedling and proper hydration for skin quality as well
Colored contacts for the color
You have good eyelashes, but the eyebrows could be tinted to look more striking
Tinted chapstick for the lips
lateral canthopexy for canthal tilt
Midface implant + maxilla improvements are probably the most important though, jaw as well

so basically surgery is the only thing that can improve my looks. I also had braces before , and I usually use vitamin c serum every night and day and moisturize, definitely need to drink more water thanks for the info

If that's the case with the braces, you probably need maxilla improvements, potentially genio to make lips look smaller
Your lips look a little bit pursed/puffy, if you can't afford the maxilla improvements or genio lip botox like mentalis relaxation would be a good option

depends on how well people maintain their collagen
lifestyle + diet is the key
I think a plant based diet with lean proteins, some unsaturated fats, some saturated fats, and no oils is ideal

So what rating would you give me not on a psl scale just regular and any tips on growing taller?
5.5/10
Not really any tips on growing taller, there's no point to a GH/ai stack for height at 18

Generic advice. sleep and eat well

Lift frauding will be good, and shoulder pads as well as Reeve's deadlift and gymcelling

Wide frame will make you look taller so these are good options^
