If you drop soap on the floor, the soap becomes dirty because it picks up dirt and germs from the floor, while the floor might be slightly cleaner where the soap landed, but it's still best to rinse the soap and properly clean the floor afterwards; essentially, the soap is designed to collect dirt, so when it hits the floor, it will absorb some of the grime there.
